Planning and information

The Department of planning and information is responsible for coordinating, formulating and reviewing Ministerial policies and legislation to facilitate effective implementation of programmes and projects.  The Department is also responsible for monitoring and evaluating the implementation of programmes.

The Department performs the following specific functions:

  • Coordinates planning, implementation and review the Ministry’s  Strategic Plans  and related  development plans
  • Coordinate the preparation of the Ministry’s annual budget and monitor budget performance
  • Formulate project proposals for  mobilization of resources
  • Monitor and evaluate the implementation of the Ministry’s programmes and policies
  • Coordinate Ministry-wide research programmes
  • Establish and maintain a comprehensive information systems management
  • Coordinate preparation of Ministerial Annual reports, Parliamentary reports, responses to  Parliamentary queries,  Cabinet Memoranda and other publications
  • Mainstreaming cross-cutting issues such as gender, environment and climate change into ministerial programmes
  • Collect, analyse, prepare and disseminate sector statistics reports

1. Policy and planning section:

The section is responsible for planning, budgeting, coordinating, formulating and reviewing Ministry’s policies and Legislation to facilitate effective implementation of programmes.

The section performs the following specific functions:

  • Prepare parliamentary and cabinet memoranda and other related matters
  • Prepare ministerial strategic plans and work plans to facilitate implementation of programmes
  • Prepare and coordinate of ministerial Budgets and profiles to facilitate execution of programmes
  • Undertake monitoring and evaluation of the implementation of the Ministry’s programmes and projects in order to facilitate identification of interventions
  • Prepare and coordinate ministerial annual reports and other related reports
  • Coordinate technical cooperation and donor funding from cooperating partners
  • Design and development of school infrastructure
  • Governance and management of education institutions
  • Coordinate gender and equity programmes
  • Development of legislation and policies
  • Coordinate and undertake research
  • Mainstreaming cross-cutting issues such as gender, into ministerial programmes
  • Formulate project proposals for  mobilization of resources
  • Facilitate project appraisal

2. Monitoring and evaluation section

The Section is responsible for all issues relating to monitoring and evaluating the implementation of Ministry’s programmes and policies. The section is also be responsible for coordinating research studies.

3.Monitoring and evaluation unit

This unit performs the following specific functions:

  • Monitor and evaluate the implementation of programmes and policies
  • Monitor budget performance
  • Coordinate research studies within the Ministry
  • Coordinate preparation of Ministerial Annual reports

4.Information and statistics unit

This unit performs the following specific functions:

  • Conduct the School Annual School Census
  • Manage the Education Management Information System (EMIS) database for the Ministry
  • Maintain the GIS database
  • Produce Educational Statistical Reports
  • Collecting, processing and dissemination of information and Statistics for the Ministry
  • Conduct education related surveys

 5.Information communications technology section

The Section is responsible for providing Information Systems Management services in order to ensure that all ICT services and applications are operating according to the expectations of the Ministry and in line with Government Wide Area Networks (GWAN) and e-Government.

The Section performs the following functions:

  • Coordinate and align systems hardware specifications with user requirements
  • Carry out user requirement assessments
  • Install, configure, upgrade, trouble shoot and maintain applications and hardware
  • Capacity building of end users on various software applications
  • Document hard ware profiles, work-flows, procedures and processes
  • Coordinates the management of content on Ministry’s websites and portals
  • Provide information communication technologies and systems to facilitate operations of the Ministry.
  • Development of new systems

6.School infrastructure section

The section is responsible for designing, Monitoring of appropriate education infrastructure in order to facilitate conducive learning.

The section performs the following specific functions:

  • Undertake the design of appropriate education infrastructure in order to facilitate conducive learning
  • Coordinate with other implementing agencies and Ministry of Work and Supply in matters relating to design and implementation strategies in order to standardize and attain quality infrastructure
  • Undertake timely monitoring and supervision of projects to ensure that infrastructure is built according to specifications
  • Prepare timely progress reports on infrastructure developments in order to provide information for planning

7.Education board services section

The section is responsible for establishment and gazetting of educational institutions.

The section performs the following specific functions:

  • Promote and strengthen the operation of education boards
  • Coordinate the establishment and gazetting of educational institutions
  • Registration of private schools
